First of all, in modern integrative psychotherapy, the Transtheoretical model is implied under the name ‘the Stages of Change Model’. In general, this name is no longer used because it reflects only one part of the Transtheoretical model. In this model, the role of perception is acknowledged for such elements as processes of change, decisional balance, and self-efficacy. If looking solely at the Stages of Change, the role of reception is indeed not taken into account.
At the same time, the Health Belief Model is fundamentally based on individual perceptions. For example, the perceived benefits of quitting smoking while a person lives in the urban area with high air pollution.
